Nothing has changed the legal position today — band E remains the minimum — but planning to E is planning to redo the work twice. If you are refurbishing anyway, specify to a comfortable C. That usually means 270mm of loft insulation, cavity fill where the construction allows, a condensing boiler with room and cylinder controls, and full LED lighting. Book the EPC after the work, not before, so the certificate reflects the spend.
